The Secure Fright Initiative or SFI is enforced by the Department of Homeland
Security (DHS) according the SAFE Port Act of 2006 (Young, Gordon & Abrams, 2021). This program enables the “no-instructive Inspection” as well as Radiation Detection process to detect any kind of risk in the United States governed international trade. Considering the fact that this program is aimed at reducing any kind of risk and miscellaneous activities in international trade, it can also increase a major vulnerable factor of international trading system that is the delay in port operation. According to Ratnawati et al. (2021), delay in port operation is already contributing to 32% of cost-inefficiency in international maritime freight operations.
CPB's Customs Trade Partnership Against Terrorism (CT-PAT) enables the regular checking protocols for all trading vessels, which is governed by the Customs and Border Protection system of CBP (cbp.gov., 2021). It can be found that the existing CT-PAT system is already contributing to increased freight turnover time in ports, which also increases the overall delay and cycle time. The additional enforcement of SFI can increase the delay of the freight docking and undocking operations further, which can further restrict the flow of freight turnover. Increased port turnover and increased cycle time port operation can also have a major impact over the pricing strategy of international maritime cargo transportation. Considering the fact that CT-PAT is already existing method for risk-management, additional enforcement of SFI can make the
international cargo transportation system more vulnerable. In this situation, the technological advancement in SFI can be adapted in CT-PAT instead of enforcing an additional checking protocol.
